44.          Urgent Items of Business

 

Stuart Lines, Director of Public Health: East Berkshire, raised an urgent item of business regarding the Government announcement on 21 February 2022 on the next stage of pandemic response.

 

It was reported that the next stage of the pandemic was to move into an endemic. This meant treating COVID-19 as a regular virus, ending self-isolation rules along with scaling down testing and contact tracing infrastructure. Testing for vulnerable individuals and care workers was to remain. The vaccine was the best way to fight the virus which was extended to 5-11 year olds. It was suspected that an annual program linked to the flu campaign was to follow. It was reported that the UK Health Security Agency was to liaise with local authorities and work with communities during this phase.

48.          Update on mental health service improvement for children and young people

 

Fiona Slevin-Brown, Frimley CCG; Tracey Faraday-Drake, Frimley ICS; and Karen Cridland, Berkshire Healthcare NHS Foundation Trust, presented an update on mental health service improvement for children and young people.

 

In response to questions, the following points were noted:

·         A partnership approach between the Children and Young Person Board, Care Quality Commission and Ofsted would be taken to monitor performance. As a multi-agency structure all partners will be involved in addressing issues and monitoring performance as a high priority.

·         The new support organisation GEMS was not provided by Berkshire Healthcare NHS Foundation Trust but was commissioned by the CCG to provide pre-diagnosis and post-diagnosis support for autism and ADHD. The service was provided by Solutions for Health and works closely with the voluntary sector, primarily online during the pandemic.

·         In order to quantify the scale of demand or a needs assessment referrals are monitored on a monthly and yearly basis. It was noted that Autism, ADHD and eating disorder referrals were increased during the pandemic. Additionally, needs of service users were more complex.

·         It was requested that the health and wellbeing strategy includes supporting a whole school approach to health and wellbeing, through PSHE and physical health initiatives such as the Sandwell Charter mark.

·         It was requested that future meetings include statistics on children in care in Bracknell Forest that used the services.

·         It was requested that each member of the board build an organisational profile detailing what their involvement is in CAMHS specifically, to include a brief statement of their roles and responsibilities.

·         A national initiative in England that would embed multi-health support teams in schools saw one team set up in Bracknell on September 2021. It was noted that this would be reported on once there is more data over a period of time.

·         The neurodiversity action plan was waiting for guidance and risk assessments before being able to be presented.

·         The Children and Young Person Plan has a review period of 4 months. Regular updates will be provided to colleagues to shape the review.

49.          JSNA Launch

 

Shamarke Esse, Public Health Programme Officer, presented the new JSNA website.

 

All areas of the JSNA website were demonstrated to board members and feedback was asked for. The website was due to go live on 31 March 2022.

 

Members thanked Sharmarke for the thorough demonstration of the website.

 

A question was raised on how the data on the website was updated. It was noted that the data was populated by national and local releases of data which would update consecutively.

50.          Health and Wellbeing Strategy consultation

 

Andrew Hunter, Executive Director: Place, Planning & Regeneration, reported on the progress of the Health and Wellbeing strategy consultation. 

 

It was noted that the consultation began at the end of January 2022, and there remained one week until the consultation was due to close. Members were asked to encourage people to respond to the consultation. Once the consultation had ended, updates were to be brought to meetings and to adapt the strategy accordingly.
